The Falcon and the Winter Soldier producer Zoie Nagelhout reveals that, despite being the Power Broker, Sharon Carter isn't fully evil.

Sharon Carter isn't purely evil, The Falcon and the Winter Soldier producer Zoie Nagelhout says. Compared to WandaVision, the more recent Marvel Studios series had a more straightforward story, but it also featured one big twist — Sharon is the Power Broker. This provoked a strong reaction in viewers who have enjoyed Agent 13 as a character since her Marvel Cinematic Universe debut.

Introduced in Captain America: The Winter Soldier as a S.H.I.E.L.D. undercover working for Nick Fury, Sharon was tasked with keeping an eye on Steve Rogers as he settled into his new life. After the fall of the organization, Sharon joined the CIA's terrorism group, but she betrayed her superiors when she aided Team Cap in Captain America: Civil War. Since then, she had been on the run, until Sam and Bucky reunited with her in Madripoor as they attempted to track down the new supply of super-soldier serum. Like before, Sharon offered her old allies help, but in reality, she too had her own agenda, and in The Falcon and the Winter Soldier finale, it's confirmed that she's the elusive Power Broker.

The unexpected turn in Sharon's characterization doesn't automatically mean that she's outright evil. As previously explained, she was forced to resort to illegal ways to fend for herself while on the run from the government. Nagelhout tells EW that, despite being the Power Broker, Sharon is not fully good and not fully evil; she operates in a gray area. Nagelhout also expressed hope at seeing more of Sharon as the Power Broker in the MCU going forward:

I really hope so. I think she's such an interesting character. It felt like, in a story where we're dissecting the shield and that legacy, to have a character come in with a point of view that has changed… that has created a very interesting duality in her. I don't think she's all bad, I don't think she's all good. I think she lives in a middle ground that is really compelling. To get to explore that character further and what shades of gray she might drift between could be really interesting.

Sharon Carter Power Broker

The Falcon and the Winter Soldier finale revealed that Sharon was pardoned by the government and reinstated in her old job. However, it doesn't seem like she has any intention of stopping her operations as the Power Broker, only this time, she will be selling weapons to the black market.  This sets her up as a potential main villain in upcoming MCU projects such as the rumored Captain America 4 movie starring Sam Wilson as the Star-Spangled Avenger or in Armor Wars where Rhodey fends off bad guys who want to use Stark Tech to their benefit.

If Sharon is not purely evil, it suggests she can be redeemed. It's unclear exactly what she went through before she emerged in The Falcon and the Winter Soldier, so it will be interesting to see if that's further explored moving forward to offer more insight into Sharon's transformation. It's uncertain at this point, but what's clear is that she'll continue to operate as the Power Broker secretly, making her all the more dangerous.
