Anna Avalos' fate in the Chicago PD season 9 finale could set up Hank Voight's end. Chicago PD season 9, episode 22, "You and Me" sees Intelligence's work on taking down Javier Escano (José Zúñiga) and Los Teminos come to an end. Sadly, however, while Voight (Jason Beghe) and his team were able ultimately to accomplish their goal, their success came at a deadly price. 

Despite being a police procedural, the Dick Wolf-produced Chicago PD also tends to introduce season-long arcs, and in season 9, one of them is the hunt for Los Teminos. Intelligence's operation hinged on the cooperation of a civilian informant (CI), Anna (Carmela Zumbado). While Jay Halstead (Jesse Lee Soffer) had initial doubts about her loyalty and motivations, she eventually won him over. However, Voight was already trusting of her from the get-go, and throughout her stint as Intelligence's CI, the pair grew closer and developed a father-daughter bond of sorts. As a result, it's understandable that Voight was willing to go to the deep end just to keep her safe. 

Unfortunately, Voight realizes that he cannot keep his promise to Anna that she will be safe with her son, Rafa. In the Chicago PD season 9 finale "You and Me," Anna goes rogue after her undercover operation on Escano gets burned. While Voight does everything to keep her safe, she grows more paranoid, ultimately taking matters into her own hands by killing the Los Teminos leader herself. In her face-off with Voight, Anna shoots the Intelligence sergeant, but Hailey Upton (Tracy Spiridakos) arrives in time to take her down. Despite the doctors' best efforts to revive her, Anna dies, leaving Voight in immense grief and guilt. This could motivate him to adopt Rafa and raise him on his own as a way to do penance for what happened to his mother. Furthermore, it might even be a big enough reason for him to retire and focus on raising Anna's kid - hinting at the end of his Chicago PD arc.

Adopting a child isn't exactly new teritory for Voight. He and his wife did take Erin Lindsay (Sophia Bush) in Chicago PD after her mother failed to care for her. The Voights raised her as their own and she even became a member of Intelligence for a while. Perhaps it's the reason why Voight was so adamant about keeping Anna safe; as she reminded him of Lindsay in a way that both women were trying to turn their respective lives around. Despite Voight's stern demeanor, he has a soft spot for those dealt an unfair hand in life. Now that he no longer has a family with his wife and biological son both dead, he could start building his personal life again with Rafa. This isn't the first time Voight has lost a CI, of course, but with a young kid left behind, it isn't outside the realm of possibility that he will be compelled to take the boy in. 

It's been a while since Chicago PD introduced a personal story for Voight. Since Alvin Olinsky's narrative (Elias Koteas), he has been more focused on the professional side of his life. Yet Anna forced him to open up and let somebody in who's not part of his already trusted circle - so it's safe to say that losing her will have a massive emotional impact on him moving forward.
